Application formalities: (I) materials for application for the project:
1. Approval documents on establishing the projects from relevant organs;
2. Certificates on right of use of land at construction base (copies) or letter of ratification on land for construction use (copies);
3. Name, use of the project and planned dates for starting and finishing construction work;
4. Basic structure, floor height and construction form of the buildings as well as basic information on other operation projects;
5. Geological location of the project and its relative position with rail transport lines.
(II) Materials for technical examination
1. Master plan of the construction (to indicate its position relation with rail transport lines on a 1:500 relief map);
2. Texts of preliminary design and expanded designing;
3. A set of drawing respectively for architectural drawing and construction drawing;
4. A set of document on pile foundation and fencing facility design;
5. Report on geologic prospecting;
6. Relevant materials on impact of the operation on rail transport facilities or on rail transport construction in the future;
7. Construction design on digging footing groove and support, including safety precautions taken in operation; designing plan and construction measures for meeting controlling indicators of horizontal shift and vertical subsidence of rail transport facilities; Examination and approval on projects of operation in safety preservation zone on rail transport lines of Shanghai.

Application instruction
I. The transaction is based on the following laws and regulations:
"Regulations on Rail Transport Management of Shanghai"
"Provisional Regulations on Management of Safety Protection Zone on Rail Transport Lines of Shanghai"
II. Scope of application
Examination and approval, supervision as well as relevant management on projects of operation in safety protection zone on rail transport lines whose construction is finished or those under construction of Shanghai. 
III. Range of safety protection zone
(I) Within 50m from the flank of outer side lines of underground stations and tunnels;
(II) Within 30m from the flanks of outer side lines of stations on the ground, elevated stations and of rail lines;
(III) Within 10m from the flanks of outer side lines of entrances and exits, ventilations booth and transformer substations, etc.
IV. Operation contents
To do the following operation work within range of safety protection zone on rail transport lines, the operation plans must be approved by administrative department on rail transport of the city, and corresponding safety precautions must be taken:
(I) To construct or dismantle buildings;
(II) To do such construction operation as piling, excavation, explosion, erection, precipitation and foundation improvement, etc.;
(III) Other activities on increasing or reducing load of large area.

(Ⅰ) Materials for application for the project:

Transaction procedures:
(Ⅰ) Construction units of the projects file in an application to the municipal administrative department on rail transport, and submit materials according to regulations.
(Ⅱ) The municipal department on rail transport is to do verification work on the application materials after getting the application, and make a decision on accepting or not accepting the application within 2 working days.
(Ⅲ) Those whose application is accepted are to be given a notice on technical examination and informed of materials to be submitted for the examination work; the notice on technical examination and application materials are also to be sent to relevant units for technical examination work.
(Ⅳ) Relevant units on technical examination are to produce opinions from the examination work within 15 working days, and then report to the municipal administrative department on rail transport.
(Ⅴ) The municipal administrative department on rail transport is to make a decision on approving or not approving operation plan based on opinions from technical examination within 5 working days, and notify construction units and relevant unit for technical examination in written form.
(Ⅵ) Before starting construction work, the construction units should go through procedures for monitoring and supervising operation within safety protection zone on rail transport lines with construction unit of rail transport projects or with operator of rail transport lines, and then do construction work according to authorized operation plan.
