Execution authority: Social Organization Management Division of Shanghai Administration of Social Organizations
Application procedure: the applicant shall submit following documents:
(I) Meeting solution approving the establishment;
(II) Articles of association;
(III) "Approval Form of Articles of Association of Social Organization";
(IV) "Registration Form of Social Organization as Legal Person"
(V) "Record Form of Offices of Social Organization";
(VI) "Registration Form of Registration of Legal Person of Social Organization";
(VII) "Record Form of Principal of Social Organization";
(VIII) Approval form of leading posts assumed concurrently by the leaders, higher than division level, of CPC or government.
Execution procedure:
(I) The applicant shall convene a meeting for establishment within 6 months since the authority for registration approves the project preparation, passing the articles of association, establishing execution department, assigning principal and legal person, and submitting the application and relevant documents to the authority for registration;
(II) Upon the approval, the authority for registration shall issue the "Registration Certificate of Social Organization as Legal Person";
(III) The social organization shall have the seal carved, open bank account and file the form of the seal and bank account number with the authority for registration;
(IV) The authority for registration shall release the proclamation of the social organization approved at the public newspapers and magazines.
Standard and basis of charge: (I) 10 yuan for every application;
(II) 90 yuan for registration;
(III) Fee of proclamation (agency) shall be charged as per the actual standard.

Time limit: the authority for registration shall finish the examination and approval within 30 days since receiving all valid documents.
Applicant's qualification: (I) The project preparation meet the requirements;
(II) The contents of articles of association are legal and complete;
(III) The legal person and principal have not been punished by the deprivation of political rights and have full civil capacity;

(IV) The legal person cannot be the legal person of any other social organization concurrently;
(V) There is no dishonest action for application for project preparation;
(VI) There is no other matter prohibited by laws and administrative regulations.
