1. The application for establishment of national holiday tour area shall be submitted to Shanghai Tourism Management Committee, with the primary planning of the area. The committee shall submit the application documents to Shanghai government;
2. Upon approval, Shanghai government shall submit the application to State Council.

Applicant's qualification: the area in application shall be an integral part of the overall urban planning and the industrial arrangement and defined with clear boundary. It is available for concentrated construction of tourism facilities. Its location shall be with abundant tourism resources, plenty of customers, convenient transport and good experience of opening. The area in application shall conform to the requirements of international tourism and be a comprehensive tourism area mainly accepting foreign tourists.
