1. The tourist agency that plans to establish a branch shall obtain the certification issued by the original authority for tourism that approves its establishment, certifying the annual amount of tourists accepted by it exceeds 100 thousand;
2. The applicant for establishing international tourist business branch shall pay the guarantee money to municipal Tourism Management Commission; the applicant for establishing domestic tourist business branch shall pay the guarantee money to the local district/county authority for tourism in direct charge of the branch and handle relevant processes as per the regulations.

Applicant's qualification: The applicant, the tourist agency registered at other Chinese place, for establishment of a branch without legal personality shall be qualified to following conditions:
1. Accept over 100 thousand tourists every year;
2. Be one of top 100 tourist agencies of China;
3. Have fixed business place. For the branch to be engaged in international tourist business, the area of business place shall be at least 150 square meters and for the branch to be engaged in domestic tourist business, the business place shall face with street directly and have an area of at least 30 square meters;
4. Employ necessary managerial and business staffs. For the branch to be engaged in international tourist business, there shall be 1 qualified principal, 1 full-time finance employee with the professional title higher than accountant and at least 3 foreign-language guides. For the branch to be engaged in domestic tourist business, there shall be 1 qualified principal, 1 full-time finance employee and at least 3 mandarin-language guides.
5. Have abundant capital for addition of registered capital and guarantee money. The registered capital and guarantee money shall be 750 thousand yuan and 300 thousand yuan for the establishment of an international tourist business branch, or 150 thousand yuan and 50 thousand yuan for the establishment of a domestic tourist business branch.
