Application procedure: 1. Written application,
which shall contain name of tourist agency, business scope, location, form of
enterprise, information of investors, investment sum, way of subscription, name
of applicant, full name of the authority for acceptance, title of application
and time of submission.
2. Approval document issued by superintendent
authority.
3. Feasibility report, which shall contain: market background,
capital preparation and staffing of the new tourist agency, as well as other
information required by the accepting authority for tourism.
4. Articles of
association.
5. Resumes of manager and deputy manger of the tourist agency
and incumbency certification of necessary managerial staffs.
6. Credit
certification issued by the opening bank and the capital assessment report
issued by a CPA and his service place, either an accounting firm or audit
firm.
7. Certification of legal use of business place.
8. Certification of
legal use of business facilities.
Execution procedure: 1. The applicant shall
submit above application documents to the local district/county authority for
tourism in direct charge of it.
2. The authority for tourism shall review
the application documents and issue the "Approval Form of Establishment of
Domestic Tourist Agency Registered in Shanghai" in four copies. Since receiving
the Form, the applicant shall accomplish following works within 60 working days
afterward:
a. Check the name of tourist agency at the authority for industry
and commerce. The name must contain "tourist agency"; b. Upholster the business
place; c. Have the staffs available; d. Stipulate all regulations.
3. After
finishing above works, the applicant shall report it to the authority for
tourism and prepare for examination. Upon approved after examination, the
tourist agency shall pay the 100 thousand yuan guarantee money to the local
district/county authority for tourism.
4. The authority for tourism shall
issue the approval document and the "Permit of Domestic Tourist Agency".
5.
Subject to the Permit and the approval document, the tourist agency shall
register and obtain the business license at the local district/county authority
for industry and commerce.
Standard and basis of charge: cost of production
of "Permit of Domestic Tourist Agency" and nameplate, as per "Regulations on
Charge of Administrative Issues", No. HUJIAFEI (94) 128, issued by Shanghai
Price Bureau.
