Application procedure: 1. Written application, which shall contain business scope, name of tourist agency both in Chinese and in English, location, form of enterprise, information of investors, investment sum, way of subscription, name of applicant, full name of the authority for acceptance, title of application and time of submission.
2. Approval document issued by superintendent authority.
3. Feasibility report, which shall contain: market background, capital preparation and staffing of the new tourist agency, as well as other information required by the accepting authority for tourism.
4. Articles of association.
5. Resumes of manager and deputy manger of the tourist agency and incumbency certification of necessary managerial staffs.
6. Credit certification issued by the opening bank and the capital assessment report issued by a CPA and his service place, either an accounting firm or audit firm.
7. Certification of legal use of business place.

8. Certification of legal use of business facilities.
Execution procedure: 1. The applicant shall submit above application documents to municipal Tourism Management Commission. 2. If approved, the applicant shall obtain the "Technical Report of Application for Tourist Agency" (hereinafter referred as "Technical Report").
3. The applicant shall check the name of tourist agency at the authority for industry and commerce. 4. The applicant shall fill in "Technical Report", in three copies, and affix the official seal and submit the application documents to the municipal Tourism Management Commission.
5. After receiving the "Technical Report", the municipal Tourism Management Commission shall submit the application with its approval comment to State Tourism Bureau within 15 working days upon its approval of the application. The State Tourism Bureau shall make the decision of whether to approve or disapprove the application within the stipulated term since receiving the "Technical Report". Shanghai municipal Tourism Management Commission shall notify the applicant of the final decision result. For the approved application, Shanghai municipal Tourism Management Commission shall obtain the "Permit of International Tourist Agency" from State Tourism Bureau and issue it to the applicant.
6. The approved applicant shall pay 600 thousand yuan guarantee money to Shanghai municipal Tourism Management Commission, or 1 million yuan if it will organize foreign touring party.
7. Subject to the Permit and the approval document, the tourist agency shall register and obtain the business license at municipal authority for industry and commerce.
Standard and basis of charge: cost of production of "Permit of Domestic Tourist Agency" as per "Regulations on Charge of Administrative Issues", No. HUJIAFEI (94) 128, issued by Shanghai Price Bureau.
