The Approval of Prelminary Construction Projects Design and Making the Approval Public

Responsible Departments: Shanghai Construction and Management Commission Department ofConstruction Planning and Science and Education
Handling Procedure:
I. Approval of the feasibility study report of the project.
II. Opinion on project location selection and requirement on planning (land agreement on auctioned land).
III. Approval of planning design (including floor plan and major technical parameter).
IV. Opinions from relevant departments and urban infrastructure departments. Evaluation on environment impact.
V. Complete preliminary design provided by qualified designing companies (Shall meet the requirement of Shanghai Construction Plan, including word description, blueprint, budgetary estimate, The height shall meet certain requirement.) Design in the charge of several companies need a consolitated document. Opinions from local consulting firms is needed for the design carried out by foreign companies.
VI. Relevant land usage approval.
VII. Application of the construction company for preliminary approval.

Handling Procedure:

I. For ordinary projects, the handling departments will check the documents and decide according to the documents whether the application meet the requirement of preliminary approval. If it does, a questionnaire will be disributed or a coordinating meeting will be held to collect the opinion from relevant administrative departments and urban infrastruture departments. It will be dcided after comprehensive coordination whether the preliminary design of the project meets certain standards and requirements. For projects with more than 50,000 squre meters or more than 20,000 square meters for individual buildings or hgiher than 100 meters, technical consultation from experts I needed in principle. (Shanghai Construction Committee and Science and Technology Commission will be entrusted to evaluate the design, structure and equipment of the project.) Shanghai Municipal Construction and Management Commission and Science and Technology Commission will need to evaluate the construction, structure, equipment and budgetary of the project if the project is financed through municipal budget.
II. Commercial projects whose land is acquired through auction, the construction company shall submit relevant documents. The handling departments shall collect the opinion from relevant departments and urban infrastructure departments and reply after overal coordination.

(2999) No. 693), Circular of the Stae Planning Commission on Budgetary Estimate of Large to Medium Sized Basic Construction Projects ( J.J.S. (1996) No. 1154), "Regulations of Shanghai Municiplity on Construction Market Admiistration", "Several Opinions on Improving the Quality of Large to Medium Sized Basic Construction Project Preliminary Design", "Circular of Shanghai Municipality on the Approval Preliminary Design of Construction Projects"

During of Procedure:
I. For general projects, approval on the preliminary design will be issued within twenty working days after the receipt of all documents. (If the building is too high, approval from aseismatic experts is needed. Then the approval time will be prolonged.)
II. For commercial projects whose land is acquired through auction, decisions will be made within twenty working days after the receipt of all documents. It takes ten working days to collect the opinion from relevant departments. It takes another ten working days to study the documents. (If the building is too high, approval from aseismatic experts is needed. Then the approval time will be prolonged.)
