１. Application form to provide budgetary estimate business in Shanghai signed by legal representative of the non-local project budgetary estimate institution. Letter of invitation from the construction company. (The letter is not needed for construction companies that participate public bidding.)
２. Business license.
３. Original and copy of the qualification certificate issued by state construction administration departments.
４. Approval from provisional level construction administration bureaus where the company is regitered.
５. ID card, education certificate, vocational qualification of responsible person in Shanghai and other major technical, quality and safety staff.
６. Information about technical staff in Shanghai.
