Procedures: Enterprises and institutions of Shanghai Municipality can apply at its supervising departments or Shanghai Municipal Science and Technology Commission. Enterprises and institutions of central government in Shanghai can apply at district/county level supervising departments or Shanghai Municipal Science and Technology Commission. Projects that have already been included in "State Key Products and New Products Plan" or "State-level Key and New Projects Production Plan" of the Ministry of Commerce shall not apply again. The same project shall not apply in different names at different departments. Five copies of the application documents shall be submitted:
（1）Application form for the projection of State Key Products and New Products Plan. (The form can be down loaded in WORD or PDF formats.)
（2）All other necessary appendixes.
License of special industries. For the application of products in certain special industries, such as pharmaceutical, medical equipment, pesticide, measuring equipment, container, postal and telecommunication industries, copies of license and sales documents within the industry shall also be submitted. Relevant documents concerning the intellectual property rights shall be submitted. If the intellectual property right is shared by several enterprises or institutions, then agreement or contract (copies) of the technology transfer, technology licensing, cooperative production and joint development that indicate the ownership of intellectual property rights shall be submitted as well.
（3）Other supplementary documents.
The applicant can submit copies of the below-mentioned documents according to the detailed situation of projects in order to further elaborate the contents of the application form and other documents.
Appraisal certificate or other relevant technical documents. (Appraisal certificate shall be given out by ministries or municipal-level commissions. Appraisal of scientific and technological achievements. The certificates shall be given within the past five years, or within the past two years for new products.)
Report of state or municipal-level checking and approving agencies.
The product quality and performance inspection report provided by state or municipal-level quality inspection agencies or other relevant inspection agencies.
If the project will cause certain pollution, then approval of environmental protection departments shall be provided.
If it is a joint-venture project, then documents indicating the share holding of Chinese side shall be submitted.
Projects with patent shall submit the patent license. Products that have won prizes can attach prize certificate. High and new-technology enterprises can submit their certificates. Products adopting international standards can submit relevant certificates.
Applicants applying for Key Projects (Type A) shall submit the VAT tax payment certificate of the company for January to December of the previous year. If the product name is not indicated on the certificate, then another certificate shall be provided by the tax agency indicating the tax for this specific product.
Applicants applying for loan interest subsidy, then the contract for medium to long-term loan longer than one year and more than RMB 8 million yuan as well as bank transfer note and interest payment proof shall be submitted. The year on which the application is submitted and the year before is included in the period of loan.
Procedures:
1. Handling of application

2. Evaluation of Agencies
Experts from Shanghai Municipal Science and Technology Commission are selected by the agencies for consultation. The agencies shall adopt qualitative and quantitative measures to carry out their independent, fair, just and scientific evaluation in strict accordance with "State Key and New Products Evaluation Guidance" so as to ensure the quality and level of state key and new products. Suggestions of the experts will be inputted into computers. Computers will then categorize the products into the four categories of A, B, C and D. also, the computer will take into consideration the VAT paid, the ratio of Type A projects and work out an overall evaluation of the projects before submitting its opinion to Shanghai Municipal Science and Technology Commission.
3. Examination and Approval by Shanghai Municipal Science and Technology Commission
Shanghai Municipal Science and Technology Commission will judge whether the evaluation result of agencies is in accordance of the policy of the central government to give priority to key and new projects and whether it reflects the supporting priority of the municipal government. After comprehensive balancing, categorizing and ranking, the projects will be submitted to the Ministry of Science and Technology for archiving.
4. Ministry of Science and Technology of China
In 2001, Shanghai was approved as a pilot province/municipality where the application and filing of state key and new products plan will be adopted. A certain number of products recommended by Shanghai Municipal Science and Technology Commission will automatically become State Key and New Products. A certificate will be given by the Ministry of Science and Technology; relevant subsidiary will be given together with the Ministry of Finance.
