Procedures:
1. Fill out
"Application Form of High and New Technology Enterprise Appraisal Within
Shanghai High and New Technology Industry Development Park". The form can be
downloaded in WORD or PDF format.
2. Fill out "Introduction of Year 2000 High
and New Technology Enterprise Appraisal (re-appraisal) Within Shanghai High and
New Technology Industry Development Area". The form can be downloaded in WORD or
PDF format.
3. Copies of business license.
4. Articles of Association of
the enterprise. Technology, production and finance management system.
5.
Copies of financial report in the previous year (balance sheet, profit sheet and
profit-and-loss sheet).
6. Copy of prize certificates (including the prize of
high and new-technology products within five years after the enterprise starts
operation).
7. Copies of quality authentication if any.
8. Copies of
"Model Technological Enterprise" if any.
9. Application in written form shall
include the following:
(1) Basic information of the enterprise (employee
structure, scale of the enterprise and major products);
(2) Introduction of
high and new technology products (technology used in the product, its comparison
with similar domestic and imported products, product sales, market share, and
export);
(3) Product equipment and management situations (including advanced
instruments and equipments, whether CAD, CAM and CAT have been established,
quality control system and enterprise management);
(4) Investment in R&D
(including the technology level of on-going research projects, market potential
and prediction of industrialized production);
(5) Future development of the
enterprise (including recent situation and future plan, including out-bound
development).
Procedures:
1. Preliminary approval by administrative
office of high-tech park where the company is registered. The applicant shall
submit all the above-mentioned documents to the high-tech area where it is
registered. Three copies of the forms shall be stamped and submitted to the
administrative office.
2. Examination and on-spot inspection. Municipal
High-tech Area Administrative Office will examine the documents and organize
expert to inspect on spot according to the standards and conditions of high and
new technology appraisal.
3. Shanghai Science and Technology Commission will
approve the application of qualified enterprises. Copper plate of "Shanghai
Municipal High and New Technology Enterprise Certificate" and "Shanghai
Municipal High and New Technology Enterprise" will be granted and names of such
enterprises will be published on the website of shanghaiscience.com

of Procedures:
Re-appraisal: All documents shall be submitted by the end of
April each year. Approval will be issued by the end of June each
year.
First-time application: All documents shall be submitted by the end of
May each year. Approval will be issued by the end of November each
year.
Qualification of Applicants:
1. Enterprises shall locate outside
Shanghai Municipal High and New Technology Industry Development Park.
2. The
enterprise shall engage in the research, development and production of one or
more types of high and new technology products, or provide technical services,
or shall be enterprises that give support to the development of high and new
technology (product catalogue of high and new technology will be published
separately). Pure commercial trade is excluded.
3. The enterprises shall have
legal person status and registered accordingly at local taxation bureau.
4.
Scientific and technical staff with three-year college education or above shall
account for more than 30% of the total. Scientific and technical staff
specialize in the research and development of high and new technology products
shall account for more than 10% of the total. High and new technology
enterprises that specialize in the production and service of high and new
technology products shall have more than 20% of employee that have three-year
college certificate or above.
5. The technology and products of the
enterprises shall have remained advanced for the past ten years.
6. The
enterprise shall produce technologically advanced products that enjoy good
market potential and can be exported for foreign currency.
7. Investment in
the research and development of high and new technology and its products shall
account for more than 5% of the annual sales of the enterprises.
8. The total
of technological income and high and new technology product sales income shall
account for more than 60% of the total annual income of the company.
9.
Responsible staff of the enterprise shall be full-time employees who are
familiar with product research, development, production and management and shall
attach importance to technological creativity.
10. The enterprise shall have
full-fledged Articles of Association and production, technology and finance
system.
11. The enterprise shall have relevant research and production
facility as well as quality control measures. |
