----Valid Project Proposal Approval. Business license and qualification of the applicant. Approval of location issued by urban planning departments. Preliminary approval report of land administration department on the use of land. Capital guarantee, approval of urban infrastructure departments, overall floor plan and other documents.
Procedures:
1. The applicant shall submit the application to Shanghai Municipal Development and Reform Commission.
2. For the basic construction of commercial and modern logistic projects with more than RMB 30 million of investment, Shanghai Municipal Development and Reform Commission will check with other relevant functional departments and give its decision afterwards.
