The Approval and Submission of the Project Proposal of Basic Construction Projects for Off-Limit Commercial and Modern Logistic Projects

Procedures: The applicant can entrust a qualified consultant agency to compile project feasibility study report and submit all other relevant documents.

----Valid Project Proposal Approval. Business license and qualification of the applicant. Relief map of the land shall also be submitted. If the nature of the land is transformed, approval from relevant authorities shall be submitted. Other documents include land ownership certificate, joint development agreement or land compensation agreement and all other necessary documents.

Procedures:
1. The applicant shall submit the application to Shanghai Municipal Development and Reform Commission.
2. For the basic construction of commercial and modern logistic projects with more than RMB 30 million of investment, Shanghai Municipal Development and Reform Commission will check with other relevant functional departments and give its decision afterwards.
