Procedures:
1. The project shall meet the high-tech industry
development plan of the central and municipal government and shall abide by
relevant laws and policies of the central and municipal government.
2.
Construction companies who met the above-mentioned requirements can entrust
qualified agency to compile State Engineering Research Center Project Proposal.
All other necessary documents shall be also be submitted.

Requirements for the Project Proposal:
(1)
It shall indicate the significance and necessity of the project, current
domestic and international situation, development trend of the technology, its
industrial relevance analysis and market analysis.
(2) It shall include the
technological basis of the project, source of achievements; intellectual
property right, research and developed work completed and time needed,
characteristics of technology and production procedure, and its advantage over
current technology, its significance and function to breakthroughs in the
industry.
(3) Project plan, scale, location, technology, characteristics of
production procedure, major technological and economic index. Raw material
supply and supporting facilities.
(4) Environment pollution and
protection.
(5) Project construction plan, scale, location and
schedule.
(6) Nature and share holding of applicant, its position within the
industry, its operation, credit, responsible person and project
organization.
(7) Raw material supply and other supporting facilities.
(8)
Budget estimate, financing and preliminary economic returns analysis.
