The construction project shall meet the requirement of Shanghai industrial
development plan, and other relevant laws and regulations of the central and
municipal government. 2. The applicant can entrust a qualified consultant
agency to compile project feasibility study report and submit all other relevant
documents. ----Project Proposal (Preliminary feasibility study report) to be

report) ----Appendix Procedures: 1. The application shall be submitted
to Shanghai Municipal Development and Reform Commission after preliminary
approval from supervising authorities and district (county) governments. 2.
If the projects fall into the category in the charge of provincial and municipal
government, Shanghai Municipal Development and Reform Commission will make the
decision after consulting supervising authorities. If necessary, evaluation will
be carried out. Final approval will be issued after project evaluation. 3. If
the projects fall into the category in the charge of central government, the
application will then be submitted to relevant departments of State Development
and Reform Commission after preliminary checking of Shanghai Municipal
