Procedures:
1. The project construction shall meet the requirements of social development planning, urban planning and other laws and regulations of the central government.
2. Meet the requirements of agent (institution) set-up standards.
3. Have land usage right and other supporting facilities.
4. Relatively good social and economic returns.
5 Possible according to municipal budget.
The applicant can entrust a qualified consultant agency to compile project feasibility study report and submit all other relevant documents.

Procedures:
1. The application shall be submitted to Shanghai Municipal Reform Commission, Shanghai Municipal Tourism Commission and Shanghai Municipal Foreign Investment Commission for approval before preliminary approval of supervising authorities or district (county) level governments. Shanghai Municipal Development and Reform Commission will be responsible for domestic-funded projects. Shanghai Municipal Foreign Investment Commission shall be responsible for the approval of foreign-invested projects.
2. If the projects fall into the category in the charge of provincial and municipal government, Shanghai Municipal Development and Reform Commission will make the decision after consulting supervising authorities. If necessary, evaluation will be carried out. Final approval will be issued after project evaluation.
3. If the projects fall into the category in the charge of central government, the application will then be submitted to relevant departments of State Development and Reform Commission after preliminary checking of Shanghai Municipal Development and Reform Commission.
