Procedures:
1.
The construction project shall abide by state laws and regulations.
2. The
construction company or its supervising authority shall provide project proposal
according to relevant laws and regulations. The project proposal shall describe
the necessity and possibility of carrying out the investment project from a
macro-economic point of view. It shall include the following issues:
(1)
Basic information of the project, including name of Chinese side, name of
foreign partner, legal representative, registered country, legal address,
necessity and possibility of investment
(2) Product sales and market
analysis
(3) Estimated total investment, investment of the Chinese side and
means of investment
(4) Project financing and loaned capital
(5) Marketing
technique and main equipments
(6) Preliminary analysis of
economic-returns
Procedures:
1. After receiving the opinion of Project
Proposal, the applicant can compile its Project Feasibility Study Report, which
is to be submitted to Shanghai Municipal Development and Reform Commission after
preliminary approval from supervising authority, district (county) government or
relevant commissions, departments or bureaus.
2. Shanghai Municipal
Development and Reform Commission will carry out preliminary check together with
other departments before submitting the application to State Development and
Reform Commission.
