development planning and other relevant laws and regulations.

Procedures:
1. Feasibility Study Report
of projects that receive foreign government loans: The construction can only
begin its project feasibility study after being informed by State Development
and Reform Commission that the project has become a candidate of a foreign
government loan. Its feasibility study report will be submitted to Shanghai
Municipal Development and Reform Commission after preliminary approval from
district (county) level government and bureaus. Shanghai Municipal Development
and Reform Commission will check and approve together with other departments.
Projects with more than US$5 million of foreign government loan will be
submitted to State Development and Reform Commission and other responsible
departments for approval by Shanghai Municipal Development and Reform
Commission.
2. Feasibility Study Report of projects that receive loans of
international financial organizations (World Bank and Asia Development Bank):
The construction company can carry out its project feasibility study and compile
feasibility study report according to approved project proposal and opinions of
consultant companies. The feasibility study report will then be submitted to
Shanghai Municipal Development and Reform Commission, relevant commissions and
bureaus and Shanghai Municipal Finance Bureau by district (county) level
government and departments. After preliminary approval, Shanghai Municipal
development and Reform Commission will then submit the report to State
Development and Reform Commission.
