Procedures:
1. Adjusted budgetary estimate of large and
medium-sized infrastructure projects financed through urban budget, whose
capital come after urban balancing and that is to be approved at municipal level
shall be submitted to Shanghai Planning Bureau for approval. Application of
adjusted budgetary estimate shall be submitted to Shanghai Municipal Development
and Reform Commission with approval from supervising government departments,
districts, counties and bureaus (share-holding conglomerate).
2. Approval
will be issued with after being examined and approved by Shanghai Municipal
Development and Reform Commission.
