financing departments are needed before submitting the feasibility study report.
2. The construction company can entrust qualified consultant agency to
compile feasibility study report and submit it together with all other relevant
documents.

Procedures:
1. Feasibility
study report of infrastructure projects financed through municipal budgetary
shall be submitted to Shanghai Municipal Development and Reform Commission with
preliminary approval from supervising commissions, office, district (county)
level government and bureaus.
2. Shanghai Municipal Development and Reform
Commission will take into consideration the actual situation of the project,
work together with other relevant government offices and departments, and
entrust qualified consultant agencies to carry out evaluation. Feasibility study
reports will br issued after project evaluation and examination.
