Commission (Department of Fixed Asset Investment)
Procedures:
1. Approval
from urban planning, land administration, urban infrastructure departments and
financing departments is needed before submitting the feasibility study report.
2. The construction company can entrust qualified consultant agency to
compile feasibility study report and submit it together with all other relevant
documents.

Procedures:
1. Application
of project proposal for large and medium-sized infrastructure projects in the
charge of municipal governments compiled by qualified consultant agencies shall
be submitted to Shanghai Municipal Development and Reform Commission with
preliminary approval from supervising commission, district (county) level
government and bureaus.
2. Shanghai Municipal Development and Reform
Commission will work together with relevant government departments to check and
evaluate the budgetary estimate according to the conditions and actual situation
of the project. Approval of feasibility study report will be issued
afterwards.
