Procedures:
1. Application of project proposal for large and
medium-sized infrastructure projects in the charge of municipal governments
shall be submitted to Shanghai Municipal Development and Reform Commission with
preliminary approval from supervising commission, district (county) level
government and bureaus.
2. Shanghai Municipal Development and Reform
Commission will work together with departments and divisions of relevant
government departments, check the investment direction, target and construction
conditions stated and study whether the project meets the overall planning and
see the economic and social returns of the project. Approval of project proposal
will be issued after careful deliberation.
