The Project Launching Report
shall include the following:
1. Effective approval of preliminary
design
2. Approval of legal persons of the project
3. Certificate of
project capital
4. Valid bidding documents from project design, construction
and supervising companies
5. The construction materials and equipments
purchased can meet the requirements of construction for a certain period of
time
6. Other relevant requirements
Procedures:
1. The applicant shall
submit the application to relevant commissions, departments, bureaus or district
(county) planning administrative departments, indicating the budgetary
estimate.
2. Relevant commissions, departments, bureaus or district (county)
planning administrative departments will state preliminary opinion and submit
the application to Shanghai Municipal Development and Reform Commission.
3.
Shanghai Municipal Development and Reform Commission will state its opinion
after taking into consideration the overall situation. The application will then
be submitted to State Development and Reform Commission.
