Procedures:
1. The applicant shall submit the application to relevant commissions, departments, bureaus or district (county) planning administrative departments, indicating the budgetary estimate.
2. Relevant commissions, departments, bureaus or district (county) planning administrative departments will state preliminary opinion and submit the application to Shanghai Municipal Development and Reform Commission.
3. Shanghai Municipal Development and Reform Commission will state its opinion after taking into consideration the overall situation. The application will then be submitted to State Development and Reform Commission.
