Development)£© Procedures: The feasibility study report shall include the
following: 1. Valid approval of the project proposal 2. Feasibility study
report o the project 3. Business license of the enterprise 4. Approval
issued by urban planning departments on the selection of location 4.
Approval from land administration departments on the use of land 5. Design
plan and opinion of urban infrastructure departments 6. Capital for project
and Letter of Intent for bank loan Procedures: 1. The applicant shall
submit the application to relevant commissions, departments, bureaus or district
(county) planning administrative departments, indicating the budgetary
estimate. 2. Relevant commissions, departments, bureaus or district (county)
planning administrative departments will state preliminary opinion and submit
the application to Shanghai Municipal Development and Reform Commission. 3.
Shanghai Municipal Development and Reform Commission make its decision after
taking into consideration the overall situation and consulting the opinion of
all other relevant departments. If necessary, professional consultant agencies
will be entrusted to carry out evaluation. Approval will be issued after
