Procedures:
1. The applicant shall submit the
application to relevant commissions, departments, bureaus or district (county)
planning administrative departments, indicating the budgetary estimate.
2.
Relevant commissions, departments, bureaus or district (county) planning
administrative departments will state preliminary opinion and submit the
application to Shanghai Municipal Development and Reform Commission.
3.
Shanghai Municipal Development and Reform Commission make its decision after
taking into consideration the overall situation and consulting the opinion of
all other relevant departments. If necessary, professional consultant agencies
will be entrusted to carry out evaluation. Approval will be issued after
evaluation.
