Procedures:
The preliminary design shall include the following:
1.Valid approval of the feasibility study report
2. Approval from urban planning departments
3. Approval of land usage
4.Preliminary design and budgetary estimate provided by qualified designing companies
5.Opinions in written on project design from provided by urban planning, environment protection, fire-proof, transportation, public health, vaccination and workplace security departments
Procedures:
Power generator construction projects (including pyroelectricity projects or projects that make comprehensive use of resources):
1. The applicant shall submit the application to Shanghai Municipal Development and Reform Commission.
2. Application of pyroelectricity projects whose single generator is below 25 mega-watts shall be approved by Shanghai Municipal Development and Reform Commission. Final approval will be issued after consulting other supervising departments.
3. Application of pyroelectricity projects whose single generator is above 25 mega-watts shall be submitted to State Development and Reform Commission with preliminary approval from Shanghai Municipal Development and Reform Commission.

Grid Construction Projects
1. Application for power transmission projects with transmission voltage under 110,000 voltage or certain regional power transmission or transformation projects at 220,000 voltage shall be submitted to Shanghai Municipal Development and Reform Commission by Shanghai Municipal Power Company.
2. Power transmission and transformation projects or supporting grid for power plants at 220,000 voltage or 500,000 voltage shall be submitted by Shanghai Municipal Power Company to Shanghai Development and Reform Commission for Preliminary approval before being submitted to State Development and Reform Commission.
