Procedures:
1. State Development and Reform will entrust Shanghai Municipal Development and Reform Commission to examine and approve the budgetary estimate of preliminary design. The application will be submitted to Shanghai Municipal Development and Reform Commission with preliminary approval from supervising authority and district (county) level governments.
2. Shanghai Municipal Development and Reform Commission will check and pprove together other functional departments.
