Procedures:
1. The
application shall be submitted by the construction company to supervising
authority and district (county) level government. After preliminary approval,
the application will be submitted to Shanghai Municipal Development and Reform
Commission.
2. Application of projects within the charge of municipal and
provincial government will be examined and approved by Shanghai Municipal
Development and Reform Commission together with relevant other departments. If
necessary, consultant agencies will be entrusted. Approval will be given after
evaluation.
3. Projects not in the charge of Shanghai Municipal Development
and Reform Commissions will be submitted to State Development and Reform
Commission.
