Execution procedure:
　　1. For the payment proportion for additional endowment insurance not more than 5% of the surplus payable salary and welfare fund, the organization shall apply to the district/county labor and social security center for verification and record after its capital is confirmed by the superintendent authority for finance and tax.

　　2. For the payment proportion for additional endowment insurance more than 5% of the surplus payable salary and welfare fund, the organization shall apply to the local district/county labor and social security center, which shall further submit the application to the Welfare Insurance Division of Shanghai Labor and Social Security Bureau for verification.
　　3. For the payment of additional endowment insurance based on the surplus between the gross payroll and the triple value of the social average salary of previous year, the organization shall handle the payment process at the local district/county labor and social security center.
