　　1. The applicant shall submit the written application to the local community (town) employment service organization or district/county organization establishment guidance center, as well as the applicant's personal ID card or residence registration certification, "Application for Certification of Informal Employment Service Organization", "Articles of Association of Employment Service Organization", original copy and photocopy of ownership certificate or lease contract of business places and other relevant certification documents.

　　2. The local community (town) employment service organization shall submit the application to the district/county organization establishment guidance center upon its approval after preliminary examination.
　　3. The district/county organization establishment guidance center shall examine the application and submit the qualified applications to the municipal Labor and Social Security Bureau for certification or return the unqualified applications to the community (town) employment service organization and explain the reasons for return.

　　4. The municipal Labor and Social Security Bureau shall examine the application two times a month. For the qualified, it shall issue the "Certificate of Informal Employment Service Organization" and its duplicate copy. For the unqualified, it shall issue its written reply to the local employment service organization and the local employment service organization shall notify the applicant. The holder of "Certificate of Informal Employment Service Organization" shall enjoy the supportive policies to the informal employment service organizations within the validity period of the certificate.
