Application procedure: 1. Written application; 

2. Certification of nature and area of the business and office places, and least contract (applicable to lease of building);

3. Receiving professional training and obtaining professional qualification certificate;

4. Certification of education level of employees;

5. Diploma and certification of work experience over three years of the legal representative and main principal;

6. Articles of association and regulations of organization management;

7. "Commitment of Applicant for Commercial Employment Agent Organization" and qualification certification of incumbent broker, applicable to the commercial employment agent organization.

Execution procedure:
　　1. The establishment of publicly beneficial employment agent organization and the non-profit employment agent organization operated by city-owned organization shall be submitted to the municipal Labor and Social Security Bureau, which shall issue the "Shanghai License of Employment Agent Service" upon its approval.
　　2. The establishment of non-profit employment agent organization operated by district/county-owned organization shall be submitted to the local district/county Labor and Social Security Bureau, which shall issue the "Shanghai License of Employment Agent Service" upon its approval and file the application in the municipal Labor and Social Security Bureau.

　　3. The establishment of commercial employment agent organization shall be approved by the local district/county Labor and Social Security Bureau. For the examination of establishment of commercial employment agent organization, "advise" and "commitment" shall be adopted. After the preliminary examination of the written application of the commercial employment agent organization, the district/county authority for labor and social security shall issue the "Advise of Approval of Commercial Employment Agent Service" (hereinafter referred to as Advise). If accepting the "Advise", the applicant shall sign the "Applicant's Commitment" and submit it to the district/county labor and Social Security Bureau.

　　4. The establishment of branch employment agent organization shall follow the steps from (I) to (III).
　　5. The change of employment agent organization shall follow the steps from (I) to (III).

Duration of service: 9:00-17:30 from Monday to Friday
Time limit: the district/county Labor and Social Security Bureau shall examine the application within 5 working days since receiving the "Applicant's Commitment" and issue the "Shanghai License of Employment Agent Service" to qualified and file the application in the municipal Labor and Social Security Bureau. 

The district/county Labor and Social Security Bureau shall check the commercial employment agent organization, which has obtained the "Shanghai License of Employment Agent Service", for the items recorded in the Advise within 60 days. The qualified shall be approved of operation and the unqualified shall be deprived of the license and the deprivation shall be recorded at the authority for industry and commerce and publicly proclaimed in public media.

For the publicly beneficial employment agent organization and the non-profit employment agent organization operated by district/county-owned organization, the municipal or district/county Labor and Social Security Bureau shall make decision within 20 working days since accepting the application.

Applicant's qualification: 1. Independent organization specialized in employment agent services.

2. The legal representative and main principal shall have the experience in labor and personnel management for at least 3 years; the main principal and employees shall have the education level at least above senior high school, have received professional training and obtained relevant professional qualification.

3. The places for employment agent activities shall be qualified to following conditions:

(1) The building for office administration and business shall be commercial type;

(2) The construction area of offices and business places shall be at least 50 square meters;
(3) For the building leased, the term of lease contract shall be at least 1 year.

4.The obtainment of license of employment agent service shall also be subject to following conditions:

(1) With at least 5 brokers for employment agency for the legal person of company or non-company;

(2) With at least 2 brokers for employment agency for the partnership;
(3) With at least 1 brokers for employment agency for the sole-investment enterprise.

5. With complete and feasible job specifications.

6. Qualified to other requirements of laws or regulations.
