Application procedure: 1. Written application, and "Examination Form of Vocational Training Institution", in three copies, and "Shanghai Examination Form of Professional Work Training at Vocational Training Institution", in three copies;

2. Copy of legal personality certification of the applicant as organization or copy of household registration certificate and ID card of individual and the document certifying the full political rights and full civil capacity of the applicant as individual;

3. Basic information, Copy of qualification certification, education level certification, professional skills certificate or professional title and ID card of the main executive principal for the training institution;

4. Name list and qualification certifications of the full-time, part-time teachers and faculty to be employed;

5. Certification document of the registered capital, capital assessment, source of capital and fixed assets of the vocational training institution to be established;

6. Articles of association and development planning of the training institution;

7. Teaching plan and syllabus for the specialty (type of work) to be provided;

8. Certification (agreement) of self-owned or leased teaching place and teaching facilities, list of teaching facilities and equipments;

9. Management regulations on operation of school and teaching;

10. Agreement of joint establishment, if applicable;

11. Other relevant documents.

Execution procedure:
　　The establishment of vocational training institution mainly for the training of primary and medium vocational skills shall be examined by the local district/county Labor and Social Security Bureau in charge of the applicant; the establishment of vocational training institution mainly for the training of advanced vocational skills shall be examined by the municipal Labor and Social Security Bureau.

　　1. Acceptance: The applicant shall submit all the required documents, certifications and completed examination forms to the municipal or district/county Labor and Social Security Bureau according to the level of training.
　　2. Examination: The authority for examination shall examine the application documents and the actual conditions of the institution, as well organize an expert commission to evaluate the project and give suggestion.
　　3. Decision: After examination and verification, the authority shall make decision and notify the applicant timely. For the rejected application, the authority shall explain the reasons and inform the right of remedy.
　　4. Issuance of license: For the approved application, the authority for examination shall issue the "License of Operation of Non-government School" to the applicant.
　　5. Proclamation: After the vocational training institution is granted the License of Operation of Non-government School", the authority for examination shall release the proclamation to the public.

2. With the training places suitable to the scale of students;

3. With necessary facilities and equipment for teaching, practice and experiment and with abundant workplace for practice;

4. With dedicated schoolmaster;

5. With a proper faculty suitable to the scales of operation;

6. With a well-knitted teaching teaming composed of full-time and part-time teachers, suitable to the scale of operation;

7. With corresponding teaching plan, syllabus and textbooks suitable to the training;

8. With necessary management regulations;

9. With a reliable source of capital.
