Application procedure: 1. Written application;

(1) Meaning, purpose and primary plan of the establishment of vocational skills appraisal institution;

(2) Vocations (types of work) and relevant levels to be appraised;

(3) With places, equipment and testing instruments for appraising vocation (type of work);

(4) Documents of internal management measures and all regulations;

(5) Indicating the number of workplaces and presenting distribution diagram of workplaces and equipments for appraisal;

(6) Introduction to allocation of staff and qualification information of main management staff;

(7) Address and contract phone of resident offices.

2. "Application Form for Establishment of Vocational Skills Appraisal Institution" completed by the applicant organization.

3. Copy of business license or legal person code certificate of the applicant.

Execution procedure:
　　1. The applicant organization shall submit the application for establishment of national vocational skills appraisal institution and relevant documents to Shanghai Labor and Social Security Bureau.
　　2. Shanghai Labor and Social Security Bureau shall make preliminary examination of the application documents.
　　3. Shanghai Labor and Social Security Bureau shall notify the applicant organization, which application documents have been approved in the preliminary examination, to prepare for the field investigation and examination to be undertaken by the appraisal team, consisting of relevant superintendent officials and technical experts, within one and a half months.
　　4. Shanghai Labor and Social Security Bureau shall make final decision subject to the conclusion of appraisal team.
　　5. After the examination, Shanghai Labor and Social security Bureau shall notify the applicant organization of the examination result in written form.
　　6. Shanghai Labor and Social Security Bureau shall issue the "National License of Vocational Skills Appraisal" and the copper plate of "National Vocational Skills Appraisal Institution", in uniform form and made by the State Ministry of Labor and Social Security respectively.

　　7. The vocational skills appraisal institution newly approved shall be proclaimed through the website of Shanghai Government for labor and social security issues (<A
href="www.12333.gov.cnhttp://www.12333.gov.cn">www.12333.gov.cn</A>).
　　8. Shanghai Labor and Social Security Bureau shall also notify the rejected applicant of the reasons in written form.

Duration of service: 9:00-17:00 from Monday to Friday

Time limit: Shanghai Labor and Social Security Bureau shall finish the entire examination process (including the investigation, evaluation and examination by experts) and make decision within 65 working days since accepting the application. 

Applicant's qualification: The enterprise, governmental institution, social organization and vocational training entity (including vocational high school, college and social training organization) that are qualified to the requirements on establishment of national vocational skills appraisal institution shall have the right to apply to Shanghai Labor and Social Security Bureua for establishment.  

Qualifications of the applicant organization:

1. The applicant organization shall be the independent legal person;

2. The leaders of the applicant organization shall be familiar with the practices of vocational (type of work) skills to be applied and have the ability to organize appraisals and management the institution;

3. With suitable places and facilities for appraisal of the vocational (type of work) skills to be applied and the safe operation equipment in conformity with national standards;

4. With abundant managerial employees;

5. With complete management regulations.
