Application procedure:
(I) Qualification certification of applicant;
(II) Written application;
(III) Feasibility report;
(IV) Suggestion of site selection issued by the authority for planning above district/county level;
(V) Approval document of land use issued by the authority for land management above district/county level;
(VI) Other relevant documents.
Execution procedure:
(I) The applicant shall submit the written application to the local district/county Civil Affairs Bureau;
(II) The district/county Civil Affairs Bureau shall make a preliminary examination after receiving the application and, if approving the application, submit the application to Shanghai Funeral and Burial Management Division;
(III) Shanghai Funeral and Burial Management Division shall make the decision within 30 days since receiving the approval document for preliminary examination issued by district/county Civil Affairs Bureau. The application for the cinerarium invested with foreign capital shall be submitted to Ministry of Civil Affairs of State Council;
(IV) For the cinerarium approved for establishment (expansion), the applicant shall also submit applications and get registered at relevant authorities for land, planning and industry and commerce;
(V) Before beginning the business, the cinerarium manager shall submit written application to local district/county Civil Affairs Bureau; upon the approval of preliminary examination, the district/county Civil Affairs Bureau shall submit the application to Shanghai Funeral and Burial Management Division; Shanghai Funeral and Burial Management Division shall make the decision within 30 days since receiving the application and issue "Service License of Shanghai for Funeral and Burial" to the those qualified to following conditions:
1. Business license issued by the authority for industry and commerce;
2. Site and necessary facilities in conform with the requirement;
3. Approved pricing standard by the authority for price;
4. The main principals obtain the certificate of incumbency issued by Shanghai Funeral and Burial Management Division.

Time limit: The district/county Civil Affairs Bureau shall make a primary decision within 30 days since receiving all valid documents and Shanghai Funeral and Burial Management Division shall make the decision within 30 days since receiving the application primarily approved by the district/county Civil Affairs Bureau.
Applicant's qualification: (I) Applicant:
The municipal and district/county funeral and burial organs which have suitable conditions can apply for establishment of cinerarium and the legal person of cinerarium can apply for expansion of cinerarium.
(II) Conditions for application:
1. The site of cinerarium shall be an integral part of overall urban planning and local planning;
2. The site of cinerarium shall be at least 2000 meters distant to famous scenery site, at least 50 meters distant to rail way and at least 30 meters distant to road and trunk river;
3. The site of cinerarium shall be high land, sunken area and saline-alkaline land and never be vegetable land;
4. Every commercial cinerarium cannot be bigger than 150 mu (1 mu=667 square meters).
5. The commercial cinerarium shall have gathering places for pedestrians and vehicles and separted passages for vehicles.
