Application Formalities:
(1) Presenting the application report of the employer;
(2) Presenting the employment contract, employment resolution by the board of directors, or letter of employment;
(3) Presenting the curriculum vitae of the foreign expert;
(4) Presenting the certifications of the personal educational background and practicing qualification of the foreign expert;
(5) Presenting the passport and employment visa of the foreign expert;
(The copies of the above required materials (1) to (5) in triplicate may be accepted.)
(6) Presenting the application form of the foreign expert card in duplicate; and
(7) Presenting two small 2-inch front face photos of the foreign expert.
Processing Procedures: The employer of the foreign expert shall present any and all of the above required materials (1) to (7) to its superior business authority or the foreign affairs office of the district/county people's government for review and approval, and, upon approval whereby, report to Foreign Affairs Office of the People's Government of Shanghai Municipality for final review and issue of the foreign expert card.

Qualified Application Subject: Any and all of the foreign economic, technical, cultural, and educational experts holding the employment visas to work in Shanghai shall apply for their foreign expert cards.
The foreign expert cards shall be applied by the employer of the foreign experts to the competent authority of Shanghai Municipality. Any and all of employers of the foreign cultural and educational experts shall, subject to requirements by State Bureau of Foreign Expert Affairs, obtain the approval whereby and employment qualifications for employers of the foreign cultural and educational experts to employ the foreign cultural and educational experts.
