Municipality Application Formalities: Any and all of foreign press
agencies may, upon application in writing to Ministry of Foreign Affairs of the
People's Republic of China or embassies or consulates of the People's Republic
of China in foreign countries and approval whereby, dispatch their permanent
journalists to stay at Shanghai. Any and all of permanent foreign journalists at
Shanghai shall, within seven days (excluding the public holidays) upon arrival
in Shanghai, complete the formalists for registration in Foreign Affairs Office
of the Peoples' Government of Shanghai Municipality. (1) Any and all of the
first journalists of the permanent foreign press agencies newly established in
Shanghai shall present their letters of appointment signed and issued by the
legal representatives of the affiliated foreign press agencies, their own
passports, and their own six 1-inch-sized bareheaded photos for each journalist
to Foreign Affairs Office of the Peoples' Government of Shanghai Municipality
for completion of the registration formalities, fill in two Application Form for
Foreign Journalist Registration Cards for each journalist, and apply for
Permanent Foreign Press Agency Licenses and Foreign Journalist Cards valid for
one year only. (2) Any and all of journalists who newly arrive at their posts
of the foreign press agencies that are already established in Shanghai shall
present their letters of appointment signed and issued by officers in charge of
the headquarters of such agencies, their own passports, and their own five
1-inch-sized bareheaded photos for each journalist to Foreign Affairs Office of
the Peoples' Government of Shanghai Municipality for completion of the
registration formalities, fill in two Application Form for Foreign Journalist
Registration Cards for each journalist, and apply for Foreign Journalist Cards
valid for one year only. (3) The Press and Culture Department under Foreign
Affairs Office of the Peoples' Government of Shanghai Municipality shall, upon
reception of the aforesaid journalists, verify their relevant files and identity
documents, and, within 3 to 5 working days upon confirmation of such persons,
files and documents, inform the permanent foreign journalists in writing or by
telephone to come in themselves for Permanent Foreign Press Agency Licenses
and/or Foreign Journalist Cards. Any and all of foreign journalists who newly
arrive at their posts of the foreign press agencies at Shanghai shall, upon
getting the above Licenses and Cards, present their own Foreign Journalist Cards
to Shanghai Bureau of Public Security to complete the residence formalities for
themselves and their family members and get the relevant residence cards. Any
and all of foreign journalists at Shanghai shall, upon arrival at their posts,
present their own Foreign Journalist Cards, Residence Cards for Foreigners and
letters of certification of their wages issued by the press agencies who are
representing to Foreign Taxation Sub-bureau of Shanghai Local Taxation Bureau to
complete any and all of formalities for registration of and payment for
individual incomes taxes subject to China's applicable laws and regulations
provided, however, that journalists from those countries that have concluded
mutual taxation exemption agreements with China. Any and all of foreign
journalists who apply for coming to Shanghai for short-term interviews, i.e. no
more than 6 months of interview duration, shall apply in writing to their most
accessible Chinese embassies or consulates in foreign countries or directly to
Foreign Affairs Office of the People's Government of Shanghai Municipality which
will, within 15 working days upon receipt of such application, resolve to
approve and grant the visas or not, and inform the applicants in writing or by
telephone. Any and all of the above journalists shall report the interview
subjects and contents in details, and present lists of video shooting devices in
case of TV interviews. In case it is the first time for the press agency to
dispatch its journalist to Shanghai to cover new stories, the said agency shall
present its agency profile, name list of contact, telephone number, and fax
number. Processing Procedures: presentation of required
materials-->filing in Integrated Service Department-->first review by the
official processing application-->final review and approval by the leader of
the competent department Charging Standard & Basis: It is provided
in the Law of the People's Republic of China on Administration of Foreigners'
Entries and Exists that "Any and all of foreigners shall, upon entries, apply to
the diplomatic agencies, consular institutions or other institutions functioning
abroad authorized by Ministry of Foreign Affairs of the People's Republic of
China for visas." Any and all of foreigners shall, upon application whereto for
visas, present the visa notices issued by China's duly authorized institutions.
Any application for the "visa notice" shall, upon review by the governing
commission, office or bureau of the Chinese inviting party, report to the
competent duly authorized institution for its review and approval. The above
report can be made either by the Chinese party of the Sino-foreign contractual
joint venture in Shanghai via its governing authority or the bonding company of
Shanghai office of the foreign company or wholly foreign-owned
