Application formalities: (I) "Application Form on Permit on Making TV Series(Type I)", two copies for a form;
(II) Copies of business license or certificate on legal person code of the non-profit institutions;
(III) Documents on its meeting item (I) in application conditions;
(IV)Contracts of engagement or letter of intent on cooperation signed between the production organ and such main production personnel as producer, directors, photographers, and major actors or actresses, etc.; those inviting foreign production personnel for the production work of program need to provide relevant documents of approval from Foreign Affairs Department of State Administration of Radio, Film and Television;
(V) Certificates on educational background, professional titles, working experience of such major perduction personnel as producers, directors and photographers, and certificate on conditions of the TV Series being broadcasted;
(VI) Lease contract or invoices on purchasing complete set of equipment;
(VII) Certificates on special funds for making TV Series (produced by financial departments);
(VIII) Certificates proving it meets item (V) of application conditions. 
Transaction procedures:
(I) To accept the application:
Center of application accepting check and verify application materials, then producing written document on accepting or not accepting the application on the spot, submitting the materials to office of the Administration of Radio, Film and Television of Shanghai within 24 hours, who is to send the materials to the department on radio, film and television to do verifications work. 
(II) Verification work
1. Personnel accepting the materials at department on radio, film and television is to finish preliminary examination on the application materials within 5 working days, producing an opinion on whether to approve or not(if materials are not complete or not conform  to legal form, the department on radio, film and television is to notify Center of  application accepting within 3 working days from the day when they receive the materials, and the center is to inform applicants of contents to be supplemented within 5 working days from the day when they accept the application. During applicants supplement their application materials, examination and approval procedures are paused);
2. Department director is to produce opinions on verification within 3 working days from the day when he gets opinion from preliminary examination from the person handling the application at the department on radio, film and television;
3. Leader in charge of the work is to make a decision on examination work within 3 working days;
4. Office of the administration is to send the decision to department of radio, film and television, and person at the department receiving the decision is to submit to State Administration of Radio, Film and Television for examination and approval within 2 working days;
5. Person handling the application at department on radio, film and television is to notify Center of application accepting within 1 working day after receiving official replay from the State Administration of Radio, Film and Television, and the center is to notify applicants within 4 working days.
　　<STRONG>Note</STRONG>
(I) "Permit on Making TV Series (Type I)" is issued by the State Administration of Radio, Film and Television.
(II) System of annual inspection is carried out to "Permit on Making TV Series (Type I)", and specific methods are to be done in accordance with notification from the State Administration of Radio, Film and Television.

The transaction is based on: (I) "Regulations on Administration of Permit on Making TV Series" (Decree 17 from the State Administration of Radio, Film and Television issued on October 18th, 1995)
(II)"Regulations on Administration of TV Series" (Decree 2 from the State Administration of Radio, Film and Television issued on June 15th, 2000)
(III) "Notification on Issuing 'Permit on Making Radio and TV Programs' and 'Permit on Making TV Series'" (issued by the State Administration of Radio, Film and Television on October 23rd, 1998, G.F.S.Z.[1998] No.653)
(IV) "Notification on Detailed Rules of Implementing Accession System for Making and Distributing Radio and TV Programs(trial implementation)"(issued by State Administration of Radio, Film and Television on December 17th, 2001, G.F.B.Z.[2001] No.1476)

Applicant qualifications: (I) TV stations (or TV Series making centers), film studioes, audiovisual publishing units above the level of provincial capital city (including those on the level of provincial capital city) and publilicity and art units with department on TV servies making, which have been set up with approval from administrative departments of radio, film and television above provincial level;
(II)Those having such major production personnel as producers (executive producer), screen writer, director and actors(or actresses) for making TV Series, with all the personnel having an enducational background above higher education, which geared to the needs of the job, or having filmed more than 3 TV Series which have been broadcasted at TV stations above provincial level;
(III) Having complete sets of special equipments for shooting two TV Series at the same time;
(IV) Having special funds essential for shooting TV Series;
(V) Amount of TV Series made each year amounts to more than 4 or more than 2 medium-length or long TV series.
