Training and assessment on the employed in cultural market

Transaction procedures:
(I) Organs undertaking the training program and assessment work to work out a plan on training and assessment work;
(II) After the plan on training and assessment work is examined and approved by Market Department of Administration on Culture, Radio, Film and Television of Shanghai, the organ undertaking the job is to organize to implement the plan;
(III) Organ undertaking the work is to submit assessment results to Market Department of Administration on Culture, Radio, Film and Television of Shanghai within 5 working days after training courses are finished;
(IV) Personnel at the Market Department is to do preliminary examination on those passing the assessment and needing to be issued "Post Certificate", "Certificate of Competence for Employed" and "Permit on Profit-making Performance", producing opinion on whether to approve the application or not;
(V) Deputy director of the Department in charge of the work is to do reviewing work on the materials and produce an opinion within 2 working days;
(VI) Director is to made a decision on whether to approve or not within 2 working days;
(VII) Organ undertaking the assessment work is to make and issue relevant certificates within 5 working days by following decision from Administration on Culture, Radio, Film and Television of Shanghai.

The transaction is based on: (I) "Regulations on Administration of Recreation Places" (issued by the State Council on March 17th, 1999);
(II)"Regulations on Management of Culture and Recreation Market of Shanghai" (issued by Shanghai People's Congress on October 27th, 1995);
(III) "Detailed Rules on Implementing Regulations on Administration of Recreation Market of Shanghai" (issued by Shanghai Municipal Government on August 16th, 1996, H.F.F.[1996] No.41);
(IV) "Regulations on Administration of Business Places for Internet Services" (Decree 363 from the State Council issued on September 29th, 2002);
(V) "Regulations on Administration of Profit-making Performance" (Decree 229 from the State Council issued on August 1st, 1997);
(VI) "Detailed Rules on Implementing Regulations on Administration of Profit-making Performance" (Decree 25 from the Ministry of Culture issued on July 26th, 2002)

Applicant qualifications: the employed in cultural market include: legal representatives, manager, and sound men of recreation places; operators and managers at business places for Internet services; actors or actresses, etc.
Training and assessment on the employed in cultural market is organized by Administration on Culture, Radio, Film and Television of Shanghai, who entrusts corresponding organs to undertake the work.
