Application formalities: 1. Written authorization on enterprise name issued by administrative departments of industry and commerce;
2. A written application, including such contents as name, address, economic nature of the film making unit, name, address and nature of its administrative departments and sponsors, and name, address and certificates of qualifications of its legal representative; sum and sources of its capital;
3. Feasibility analysis report;
4. Other relevant documents.

Transaciton procedures: 1. Administrative department of the applicant unit is to report the application to Administration on Culture, Radio, Film and Television of Shanghai for examination and approval, and then submitting to the State Administration of Radio, Film and Television for examination and approval.
2. The State Administration of Radio, Film and Television is to make a decision on whether to approve the application or not within 180 days from the day when they receive the written application, and then notify applicants in written form. Those approved to set up a film making unit can be issued a "Permit on Film Making" and applicants can go to administrative departments on industry and commerce for registration procedures with their Certificates.

Time limit for transaction: The State Administration of Radio, Film and Television is to make a decision on whether to approve the application or not within 180 days from the day when they receive the written application and notify applicants in written form.
Applicant qualifications: to set up film making units should meet planning on total numer, layout and structure of film making units from the state and should also meet the following conditions:
1. Having tenet and constitution of the film making units;
2. Having fixed business scope;
3. Having fund fit for its business (no less than 5 million RMB);
4. Having space and equipment meeting prescriptions for film making;
5. Having an institutional framework and professional personnel fit for its business scope.
