Application formalities: 1. Applicants for setup of audiovisual publishing or duplicating units should submit the following materials:
(1) Name, address and economic nature of the unit;
(2) Name, address and economic nature of its superior administrative department and sponsor unit;
(3) Name, address and certificate of qualifications of its major persons in charge and legal representative;
(4) Fund sources and sum.
2. Applicants for setup of audiovisual product making units should submit the following materials:
(1) A written application;
(2) Certificate on capital credit;
(3) Certificate on its business ground;
(4) Certificates on its special equipment;
(5) Identity certificate and resume of its legal representative;
(6) Enterprise constitution;
(7) Certificate of qualifications for its professional personnel(more than 2 personnel with  middle-rank professional title);
(8) Certificates on social relation of the employed;
(9) To fill in "Application Form for Permit on Making Audiovisual Products of Shanghai". 
3. Applicants for audiovisual product wholesale, chain-store operation on online trade should submit the following materials:
(1) Name, address and economic nature as well as applied items of applicant unit;
(2) Document of approval on application from its superior administrative department;
(3) Real estate ownership certificate on business ground(or housing lease contract on leased house);
(4) Copies of business license (or letter of approval on enterprise name if there is no business license);
(5) Relevant certificates on legal representative and person in charge of the applicant unit;
(6) Enterprise constitution;
(7) Capital credit certification.
Applicants for online trade operation of audiovisual product should also submit document of approval from information administrative department of the city.
Transaction procedures: 1. Applicant to set up audiovisual product publishing and duplicating units:
(1) Superior administrative department of the applicant unit files in the application to Administration on Culture, Radio, Film and Television of Shanghai for examination and approval;
(2) Administration on Culture, Radio, Film and Television of Shanghai is to produce an opinion from the examination and approval work within 30 days from the day when they accept the application, and then report to the Municipal Government;
(3) After getting approval from the Municipal Government, Administration on Culture, Radio, Film and Television of Shanghai is to report the application to the General Administration of Press and Publication of the People's Republic of China for examination and approval;
(4) Those getting approval from the General Administration of Press and Publication can be issued a "Permit on Publishing Operation of Audiovisual Products".
2. Applicants for wholesale, chain-store operation or online trade of audiovisual products:
The applicant units file in the application to transaction department, who is to make a decision on whether to approve the application or not within 30 days from the day when the application is accepted. Those getting approval are to be issued a corresponding permit on audiovisual product operation.
Charging standard and its basis: Permit on Audiovisual Product Operation, 50RMB per piece for its cost of production;

6. "Notification on Relevant Issues on Online Trading of Audiovisual Products" (issued by Ministry of Culture on March 17th, 2000);
7. "Notification on Promoting and Regulating Chain-store Operation of Audiovisual Products" (issued by Ministry of Culture on March 30th, 2001).
