Application formalities: 1. Applicants for places for profit-making performance should submit the following materials:
(1) A written application;
(2) Constitution meeting prescribed regulations of the state;
(3) Certificates of major managerial staff and relevant professional personnel;
(4) Certification on assessment of capital issued by organs for capital assessment;
(5) Real estate ownership certificate or housing lease contract of the business ground;
(6) Construction plan, sectional drawing and seat arrangement;
(7) Certificate of qualification on its fire control.  
 2. Applicants for profit-making artistic perfomance groups should submit the following materials:
(1) A written application;
(2) Constitution meeting prescribed regulations of the state;
(3) Certificates of major managerial staff and relevant professional personnel;
(4) Certification on assessment of capital issued by organs for capital assessment;
(5) Real estate ownership certificate or housing lease contract of the business ground.
 3. Applicants for setup of performance agencies should submit the following materials:
(1) A written application;
(2) Constitution meeting prescribed regulations of the state;
(3) Certificates of major managerial staff and relevant professional personnel;
(4) Letter of approval on enterprise name issued by administrative department on industry and commerce;
(5) Certification on assessment of capital issued by organs for capital assessment;
(6) Real estate ownership certificate or housing lease contract of the business ground.
Applicants for setup of Grade II and III performance agencies shouls also provide other corresponding materials.
4. Individual applicants for profit-making performance should submit the following materials:
(1) ID card of the applicant;
(2) Two recent two-inch pictures and one recent one-inch picture, both specially for certificates;
(3) Valid certificate on applicant's passing examinations on professional work and on laws and regulations.
If the applicant is a fulltime actor or actress, valid certificate issued by his or her unit is also needed.
5.Artistic performance groups from overseas, or Hong Kong, Macau Special Administrative Regions or from Taiwan Region applying for "Permit on Profit-making Performance" should submit the following materials:
(1) A written application;
(2) Letter of intent on performance;
(3) Contract on performance consignment signed between the performance agency undertaking international performance business and the side providing performance space;
(4) Contract on performance signed by performance agency undertaking international performance business and performance groups or individuals <in Chinese and foreign language> ;
(5) Copies of passports of actors and actresses;
(6) Resume of actors and actresses (in Chinese and English);
(7) Program, including songs and lyric (in Chinese and English);
(8) Video and audio recording material for program and stage photos.

Transaction procedures: the transaction department is to do examination work on application materials and ratify business scope of the performance operation. Those getting approval are to be issued a "Permit on Profit-making Performace" (applicants for Grade I performance agency are to be examined and approved by transaction department before reporting to Ministry of Culture for approval).
Time limit for transaction of application for a Permit on Profit-making Performance of places for profit-making performance, profit-making artistic performing groups and performance agencies: decision should be made on whether to approve the application or not within 60 days from the day when application is accepted.
  Time limit for transaction of application for a Permit on Profit-making Performance of individuals: decision should be made on whether to approve the application or not within 7 working days from the day when application is accepted.
After artistic performance groups from overseas, or Hong Kong, Macau Special Administrative Regions or from Taiwan Region or individuals sign letter of intent on performance with performance agency undertaking international perfomance business, the performance agency is to report to transaction department for examination. For those getting approval, the transaction department is to report to Foreign Affairs Office of Shanghai Municipal Government or Ministry of Culture for examination and approval. Those getting approval are to be issued a "Permit on Profit-making Performance" by transaction department. Time limit of the transction is within 3 months from the day when the application is accepted.

Applicant qualifications: 1. Conditions for application for places for profit-making performances:
(1) Having name, institutional framework and constitution of the applicant unit;
(2) Having construction buildings fit for performance, necessary equipment and devices and corresponding professional managerial staff;
(3) Safety implementation and hygienic conditions meet prescribed norms of the state;
(4) Having a registered capital of over 100,000RMB;
(5) Having guichet and service staff.
2. Conditions for application for profit-making performance groups:
(1) Having name, institutional framework and constitution of the applicant unit;
(2) Having more than 5 personnel with artistic performance skill;
(3) Having a fixed address and equipment and devices necessary for performance;
(4) Having a registered capital of more than 100,000RMB.
3. Conditions for application for setup of performance agencies:
(1) Having a name, institutional framework and constitution of the applicant unit;
(2) Having its business administrative department;
(3) Having more than 5 fulltime employees with corresponding vocational level;
(4) Having a fixed address and business scope;
(5) Having a registered capital of over 200,000RMB.
    (Performance agencies are divided into three grades: Grade I agencies should be the state-owned units for foreign cultural exchange business authorized by Ministry of Culture, with a registered capital of over 1 million RMB and equipped with forex financial management system and corresponding accountants. Such agencies have been operating business of Grade II performance agencies for more than 2 years and have achieved pretty good performance; Grade II performance agencies should be state-owned units with a registered capital of over 500,000RMB, having been operating business of Grade III performance agencies for more than 1 year, with good performance; Grade III performance agencies should have a registered capital of 200,000RMB.) 
4. Conditions for individuals applying for profit-making performance:
(1) Being at least 16 years old (for acrobats, it can be 14; those performing at singing and dancing recreation places should be at least 18 years old);
(2) Having certain professional knowledge and performing skills ;
5. Individuals from other provinces, autonomaus region or municipalities applying for Permot on Profit-making Performance should have been engaged in profit-making performance for more than 6 months in Shanghai.
6.Artistic performance groups and individuals from overseas, or Hong Kong, Macau Special Administrative Regions or from Taiwan Region applying for "Permit on Profit-making Performance" should file in the application through performance agencies with qualifications for performance agencies doing international performing business.
