2. Evidentiary materials conforming to application conditions;
3. Plan on opening video request on film and television programs, including plan on program for video request, manner and amount of utilized channel resource, operation plan, technicque and equipment plan and plan on monitoring of program broadcasting, etc.

Transaction procedures: 1. Applicant units file in the application to transaction department, who is to produce an opinion on examination work within 10 days from the day when the application is accepted, and then report to State Administration of Radio, Film and Television for examination and approval;
2. Getting approval from State Administration of Radio, Film and Television, the applicants can have trial broadcasting for one year;
3. After the term of trial broadcasting expires, State Administration of Radio, Film and Television organizes the acceptance inspection work. Those passing the inspection are to be issued a Permit on Business of Video Request on Film and Television Programs.

4.Equipment for video request should have "Certificate on Authorizing Equipment and Devices with Network Access for Cable TV";
5.Technique for video request should conform to management regulations on conditional receiving system issued by State Administration on Radio, Film and Television;
6.Having a sound system on management of program broadcasting;
7. Having a feasible plan on program monitoring;
8. Metting prescription from other laws and regulations of the state.
