2. "Regulations on Administration of Permit on Making TV series" (Decree 17 from the State Administration of Radio, Film and Television issued on October 18th, 1995);
3. "Regulations on Administration of TV series" (Decree 2 from the State Administration of Radio, Film and Television issued on June 15th, 2000).

Applicant qualifications: 1. Applicants for "Permit on Making TV series(Type I)" must be film studios, audiovisual product publishing houses and professional publicity and artistic units with departments for TV Series making, and should having the following conditions:
(1)Having superior administrative department doing censoring work on its plan for annual production and contents;
(2) Having more than 5 fixed and permenant professional personnel such as screen writer, producer (executive producer), director, photographer and actors, etc. for production of TV series;
(3) Major production personnel having an enducational background above higher education, which geared to the needs of the job, or having filmed more than 3 TV series which have been broadcasted at TV stations above provincial level;
(4) Having complete sets of special equipments for shooting two TV series at the same time;
(5) Having fixed office accommodation and machine rooms;
(6) Having funds for the special use of making TV series;
(7) Amount of TV series made each year amounts to more than 4 TV plays or more than 2 medium-length or long TV series. 
2. Applicants for "Permit on Making TV series(Type II)" must be film studios, audiovisual product publishing houses without Type I Permit and professional publicity and artistic units with departments for TV Series making, as well as organs for making and operation of radio and TV programs authorized by administrative departments on radio and television, and should having the following conditions:
(1) Having superior administrative department doing censoring work on its plan for annual production and contents;
(2) Having more than 5 fixed and permanent personnel with middle-rand professional title in radio, film and television field or with similar professional experiences;
(3) Having fixed office accommodation and machine rooms;
(4) Having such major production personnel as screen writer, producer (executive producer), director, photographer and actors, etc. for production of TV series applied to make;
(5) Having document or agreement on authorizing to make the film or television program from screen writer;
(6) Having scripts approved by administrative departments on radio and television above municipal level or on provincial level;
(7) Having equipment for the special use of making the applied TV series;
(8) Having special fund essential for making the applied TV series;
(9) Having a definite plan on filming cycle.
