Application formalities: the applicant is to file in the application to radio or TV station where he or she is to work. After preliminary examination done by personnel department of the radio or TV station and those passing the examination are to be recommended to leader team of appraisal on announcer and anchorman at radio and TV stations of the Administration on Culture, Radio, Film and Television of Shanghai. Those passing preliminary examination should submit the following materials:
1. An application form on getting on post of announcer and anchorman;
2. Comprehensive recommendation materials from the radio or TV station;
3. Certificate on Grade of Putonghua(Mandarin) Assessement;
4. Certificate on Educational Background and Certificate on professional titles. 

Transaction procedures: 1. Except for special conditions, generally, recommendation on post certificate of announcer and anchorman is accepted in October each year;
2. Leader team of appraisal on announcer and anchorman at radio and TV stations of the Administration on Culture, Radio, Film and Television of Shanghai is to do examination work on applicants;
3. Those passing the examination are to be issued the state unified-printed "Post Certificate of Announcer and Anchorman" by the leader team of appraisal on announcer and anchorman at radio and TV stations of the Administration on Culture, Radio, Film and Television of Shanghai (which is valid nationwide) and publicized in corresponding range.

Charging standard and its basis: cost of production of the Certificate: 10RMB/book (to be collected on behalf of the State Administration of Radio, Film and Television"

2. "Notification on Issues Related to Issuing Post Certificates of Annoucer and Anchorman" (issued by the State Administration of Radio, Film and Television on September 23rd, 1997);
3. "Notification on Further Strengthening Management of Announcer and Anchorman" (issued by the State Administration of Radio, Film and Television on March 31st, 2000).
