Transaction department: Chief Editor Office of Administration of Culture,
Radio and Television of Shanghai Application formalities: the following
materials should be submitted to apply to introduce cartoons from abroad
(including the cartoons jointly made with overseas organizations): 1. The
opinion on preliminary examination of the cartoons submitted for censorship from
its superior administrative department in charge of the applicant unit (it must
be listed out and produced solution on the sections needing to be abridged,
revised or about which the producers are not sure); 2. Video tapes with clear
images and sound as well as with complete content; 3. Copies of certificate
of copyright and of letter of attorney; 4. A detailed introduction on the
plots; For the cartoons jointly made with overseas organs, the applicant
should also submit the agreement on co-operation with the overseas organ.
Transaction procedures: 1. The applicant unit files in the application to the
transaction department and submit the application materials. The transaction
department submits the application to the censorship panel of Administration on
Culture, Radio Film and Television of Shanghai for censoring work; 2.
Ordinarily, the transaction department should, within 15 days from receiving a
cartoon of 30 hours length, work out an advice on revision, abridging or produce
a conclusion of the censorship, and inform the applicant unit in written
form; 3.For those passing in the censorship, the transaction department will
submit their application materials to the State Administration of Radio, Film
and Television for examination and approval; 4. For those proved to be
revised or abridged, the applicant unit should submit the cartoon having been
revised or abridged to the transaction department for re-censoring.
