Transaction procedures: 1. Set-up procedures:
（1） To set up local radio stations or TV stations, radio and television administrative departments of the local people's government above the county level or above the level of municipality without districts under its administration file in the application; after getting approval from the people's government of the same level, the application can be submitted step by step and get prepared for establishment after examined and approved by radio and television administrative department of the State Council.
（2） To set up a local education TV station, administrative department on education of the local people's government above the level of municipality or of autonomous region in which the TV station is to be set up file in the application; after getting approval from radio and television administrative departments and from people's government of the same level, the application can be submitted step by step and get prepared for establishment after examined and verified by education administrative department of the State Council and after examined and approved by radio and television administrative department of the State Council.
（3） Radio stations and television stations getting approval for establishment should go through construction procedures in accordance with the State prescription and should do the project construction in compliance with radio and television technique standard.
(4) Radio stations and television stations which finished construction are to be issued certificates of radio station and television station after checked by radio and television administrative department of the State Council and proved to be qualified.
2. Procedures for changes:
If radio stations, television stations apply to change the name of station, emblem of the station, change its scope of program arrangement or program arrangement of its channels, they should go through the former examination procedures for station set-up, submit the application materials step by step and must get examined and approved by radio and television administrative department of the State Council before doing the changes

Applicant qualifications: radio stations and television stations are established by radio and television administrative department of people's government above district and county level, among which, education television stations can be established by education administrative department of Shanghai Municipal People's Government.
To set up radio stations or television stations, the applicants should have the following prerequisites:
1、The set-up project is consistent with the state plan for radio and television construction and its technique development plan;
2、Should have professional staff in radio and television field in accordance with the national prescription;
3、Should have radio and television equipment in accordance with the state prescription;
4、Should have necessary basic construction capital and stable funds guarantee;
5、Should have places necessary for operation.
