To apply to introduce, send out and co-operate profit-making or non-profit-making projects in cultural exchanges with foreign countries

Transaction department: Foreign Affairs Department of Administration on Culture, Radio, Film and Television of Shanghai
Application formalities: I. The following materials should be submitted to apply for non-profit-making international cultural and artistic performances and exhibitions:
1. Name and background information of units or individuals hosting (or undertaking) the performance or exhibitions;
2. Name, staff and its name list, etc.;
3. Content, time, place and number of showing of performance, source of funds and mode of payment for fees of the performance or exhibition;
4. Video tapes of all programs, pictures of the exhibits and their scripts, etc.;
5. An invitation letter from the foreign party or a letter of intent initialed by the two parties for projects needing to going abroad.
II. The following materials should be submitted to apply for profit-making international cultural and artistic performances and exhibitions:
1. A letter of intent initiated by Chinese party and agent of the foreign party. Content of the letter of intent includes the following items: 
£¨1£©Nationality, name and residence of the organization or individual holding activity;
£¨2£©Content, time, place and staff constitute of the organization for the activity;
£¨3£©Site of the performance or of the exhibition;
£¨4£©Responsibilities for travelling expenses, transport charges, insurance premium, accommodation and car fare, medical expenses, space cost for performance or exhibition, labor service fee, publicity expenses and spending money for daily life at local places;
£¨5£©Price, remuneration, mode of payment and of income distribution;
£¨6£©Terms of claim settlement for breach of contract.
2. Materials on background information and credential certificates for co-operator of the foreign countries;
3. Video tapes of all programs, pictures of the exhibits and their scripts, etc,
4. A written agreement signed by intermediary organs and corresponding artistic group, exhibition hall (or museum) or the other departments for application for going abroad for performances or exhibitions;

Transaction procedures: the transaction department should, within 10 working days from accepting the application, produce an opinion on the examination work. For those who get approval after examination, the transaction department will submit their application materials to the Ministry of Culture of People's Republic of China or to People's Government of Shanghai Municipality for examination and approval.

The transaction is based on the following laws and regulations: 1. "Regulations on Administration of Cultural and Artistic Performances and Exhibitions Involving Foreign Nationals from the Ministry of Culture of People's Republic of China" (Decree 11 from the Ministry of Cultural issued on June, 27th, 1997)
2. "Notification on Decentralizing Part of Authorities on Examination and Approval Work of Foreign Cultural Exchange Projects" (issued by the Ministry of Culture of People's Republic of China on April, 3rd, 2001)

Time limit for transaction: the transaction department should, within 10 working days from accepting the application, produce an opinion on the examination work. For those who get approval after examination, the transaction department will submit their application materials to the Ministry of Culture of People's Republic of China or to People's Government of Shanghai Municipality for examination and approval.
Applicant qualification: 1. Departments and organs which are qualified to engage in non-commercial international cultural and artistic performances and exhibitions: the departments and organs of Shanghai approved by the Ministry of Culture to be qualified to engage in commercial international cultural and artistic performances and exhibitions(or exhibition sales); places of business and managerial setups of Shanghai approved by Administration on Culture, Radio, Film and Television of Shanghai to be qualified in engaging in commercial cultural and artistic performances and exhibitions (or exhibition sales) in China (only for projects visiting China); cultural and artistic organs and groups in Shanghai.
2. Places of business and managerial setups of Shanghai which are qualified to engage in commercial international cultural and artistic performances and exhibitions (or exhibition sales): managerial setups of Shanghai approved by the Ministry of Culture to be qualified to engage in commercial international cultural and artistic performances and exhibitions (or exhibition sales); places of business and managerial setups of Shanghai approved by Administration on Culture, Radio, Film and Television of Shanghai to be qualified in engaging in commercial cultural and artistic performances and exhibitions (or exhibition sales) in China (only for projects visiting China).
