To construct, remodel or expand public libraries on municipal, district (or county) level, the applicant units should submit the application to Administration on Culture, Radio, Film and Television of Shanghai; and to construct, remodel or expand public library on street (or village or town) level, the applicant units should apply to the culture administrative bureaus on district (or county) level.
2. The transaction department should, within 15 days from receiving the design blueprint, produce an opinion from the examination work on application materials.
