Approval procedure for foreign cultural exchange programs:

1. Qualification requirement for applicants

Foreign cultural exchange programs are divided into business programs and non-business programs.  Organizations applying to run business programs should have Class B cultural organization qualifications and those applying to run business programs, directly exported or imported, should have Class A cultural organization qualifications. Applicants of non-business programs should have Class B cultural qualifications or be organizations approved by the city's cultural administrative authority in the cultural exchange sector

2.Application procedure:

Submit program proposal to the Shanghai Administration of Culture, Radio, Film and Television for approval, along with related documents and material, such as the letter of intent signed with the foreign partner, invitation letters, program lists, cast, photos and video tapes.  Two copies of all the documents and material should be provided.

3.Approval time

It generally takes seven office days to complete the approval procedure for exchange programs.
