Star-rated hotels seeking to open entertainment business should apply to Shanghai Administration of Culture, Radio, Film and Television (No.709 Julu Road) for qualification.  Other operators should apply to the local culture, radio, film and television administrative authority of the district or county where they are located.
   
According to national regulations, Shanghai stopped accepting applications last July for game parlors and entertainment business, other than those run by rated hotels.
